The GCE infrastructure must be configured before Google Compute Engine Disaster Recovery by JetStream can be used.

Configuration is performed in two stages:

    1. The environment must be "pre-configured" to allow the operation of orchestration CLI commands.
    2. After the environment has been pre-configured, the Helper utility can be used to generate scripts for the preparation, deployment and recovery of AROVA.

Note: Helper pre-configuration only needs to be performed once, but it must be done before any other actions are conducted.
